So I have a deck and the joists are all rotting out. The deck is attached to the floor that's above the walk-out basement. The deck joists pass through the blocking on the wall and go into the house about 3 or 4 feet, and are then attached to the floor joists. The inner floor joists are fine, but the deck joists are rotting out.

The wall faces the garden (just figured I’d mention that in case it is relevant) the issue with the wall is that it is always damp and the plastering is starting to fall off it. I have looked at it a few times with the relatively untrained eye and the pipes do look fine to me, nothing particularly bad that would be cause for concern.
